Carroll Smith honored as First Citizen of Chesapeake

The Chesapeake Rotary Club has named R. Carroll Smith Sr., a partner in Hearndon Construction, as its 2018 First Citizen of Chesapeake.  More than 400 people attended a special recognition ceremony Sept. 20 at the Chesapeake Conference Center.
The honor is bestowed each year on a citizen who has made a lasting impact on the city, making it a better place to live and work.
Smith, who has been a TBA member since 1975 and was its Member of the Year in 2014, has built thousands of homes in Chesapeake and surrounding areas.  He has lived in the city since 1946 and is a graduate of Oscar Smith High School.
